Transport

Transport has always had its own place in every area of life in the Moravian-Silesian Region. Within the Regional Authority this agenda is managed by the Department of Transport and its individual units. Amongst other tasks, the Region, through its subsidiary organisation “Správa silnic Moravskoslezského kraje, p.o.”, manages a total of 2,719 kilometres of Class II and III roads, including 1,117 bridges that also constitute a part of them i.e. it is responsible for the ongoing modernisation, partial repairs to and winter maintenance of these roads and structures.

It is also the founder of Letiště Ostrava, a.s. In addition, the Region provides public transport for its residents, whereby, through  Koordinátor ODIS s.r.o. that was established in partnership with the City of Ostrava, it defines the timetables and has gradually been creating a public transport system that will guarantee the continuity of connections and the other essential parameters for comfortable travelling while also maintaining the maximum possible degree of efficiency.

Within its scope the Department of Transport also deals in the first instance with minor and administrative offences pursuant to Act No. 111/1994 Coll., on road transport, as amended, Act No. 247/2000 Coll., on the acquisition and improvement of professional competence for driving motor vehicles and amending certain laws, as amended, and Act No. 56/2001 Coll., on the conditions for operating vehicles on roads, as amended.

Last but not least, the Department of Transport also acts as an appellate authority in the second instance with regard to proceedings or in the course of proceedings during which a decision is made on the basis of extraordinary remedies (including minor or administrative offences) in the areas of: road transport; the technical conditions for operating vehicles on the roads; the infrastructure; offences that threaten safety and/or the flow of traffic on the roads; other traffic offences and/or road management offences; acquiring and improving professional competence with regard to driving motor vehicles; traffic on the roads, especially for driving licence procedures; deciding on objections about the record of the number of points obtained in a driver’s score; deciding on confiscating a driving licence until a final decision about  the offence has been reached.
