The Regional Assembly of the Moravian-Silesian Region decided (in accordance with Regulation (EC) No 1008/2008 of the European Parliament and of the Council of 24 September 2008) to enforce Public Service Obligations in respect of scheduled air services between Ostrava Airport (OSR) and Vienna Airport (VIE) and between Ostrava Airport (OSR) and Munich Airport (MUC), the obligations becoming effective on 01 September 2019 (hereinafter the “Public Service Obligations”).

On the route between Ostrava Airport and Vienna Airport, at least 11 rotations per week (with the option to increase up to 16 rotations per week) are required. A minimum of 11 rotations per week are required for the route between Ostrava Airport and Munich Airport. An aircraft with a pressurized cabin with a capacity of at least 40 passenger seats is required for operating of Public Service Obligations. Interline or codeshare cooperation is also required.

Moravian-Silesian Region has started on 6 August 2019 a public tender to select an air carrier to operate Public Service Obligations. The tender procedure is being conducted for reasons of operational efficiency on both the OSR–VIE and OSR–MUC routes.

The deadline for submission of tenders is 30 September 2019 at 2 pm.

Moravian-Silesian Region will provide selected carrier with financial compensation for operating the Public Service Obligations. The maximum amount of financial compensation for one rotation, which is the offer price in the tender procedure, shall not exceed EUR 5 812.2. According to the tender documentation, the maximum possible amount of compensation for year of the operating of the Public Service Obligations is approximately EUR 7 800 000.

Offers to tender procedure may be submitted by suppliers in either Czech or English. However, the draft contract must always be prepared according to the Binding Contract Model in Annex No. 2 tender documentation, which is also prepared in Czech and English.
