Director of the Regional Authority

Ing. Tomáš Kotyza

Ing. Tomáš Kotyza (born 1969) was appointed the Director of the Regional Authority of the Moravian-Silesian Region by the Region's President Miroslav Novák on 1 April 2013 with the approval of the Minister of Interior.

Ing. Kotyza has had many years of experience working in public administration. He joined the Moravian-Silesian Regional Authority in 2001 and has held different managerial positions there, most recently running the Department of Environment and Agriculture from 2007 to 2013. He had previously worked from 1992-2000 at the Ostrava City Administration and for the Czech Republic Ministry of Agriculture.

Ing. Kotyza graduated from the Faculty of Forestry at the University of Agriculture (now Mendel University) in Brno.

  • Employed by the Region
  • Vested with the power to carry out his duties in the region by special legislation
  • Heads the Regional Authority, serves as the Authority’s legally-defined employer in employee relations and issues internal regulations concerning organisational structure, internal links and relationships
  • Performs duties assigned by the Regional Assembly and Council in the scope of the Region’s autonomy
  • Carries out duties provided in the Voting Act
  • Gives consent to the appointment and dismissal of municipal authority secretaries
  • Responsible for providing technical and methodological assistance to municipalities; reviews utilisation of powers delegated to the municipalities; reviews the finances of municipalities and voluntary associations of municipalities whenever they request that the Regional Authority do so.
  • Entitled to attend meetings of the Assembly and of the Council in an advisory role
  • Petitions the Constitutional Court to repeal municipal ordinances
  • Exercises other powers vested by law
