Flood Prevention Plan for the Moravian-Silesian Region

The Flood Prevention Plan is a document which, among other things, describes how the region provides timely and reliable information about evolving flood patterns, possible runoff, the organising and preparation of safeguards, the handling of preparations and the organising of rescue work.

The digitalised Flood Prevention Plan for the Moravian-Silesian Region was created as part of “Digital Flood Plan for the Moravian-Silesian Region and Upgrading of the Flood Warning System”, a project undertaken by Povodí Odry, and of another project implemented by the Moravian-Silesian Region Fire Rescue Service: “Digital Flood Prevention Plan for the Moravian-Silesian Region as a part of the Moravian-Silesian Regional Crisis Plan and upgrading of the Unified Warning and Notification System for flood-threatened areas in Moravian-Silesian Region”. Both of these plans were implemented with financial support from the Environment Operational Programme.

The Flood Prevention Plan for the Moravian-Silesian Region is attached to the Moravian-Silesian Region Crisis Plan and is available at http://dppmsk.hzsmsk.cz.

Floodplains

Floodplains are administratively defined areas that can be prone to inundation.

The water management authority sets their extent based on proposals by the waterway administrator. Floodplain maps are stored at the relevant water management authorities and at waterway administrators. The Ministry of Environment maintains the register of established floodplains. Information is available at the website administered by the Flood Information System (data editor, map browser).

A graphical representation of established floodplains can likewise be found in the map system maintained by the Moravian-Silesian Region (most recently updated on 31 December 2014).

Sec. 67(1) of the Water Act prohibits the locating, authorisation or construction of any structure in active floodplain zones (except for certain waterworks and necessary transport structures and technical infrastructure), and thus anyone interested in building on land near watercourses should also take note of the information contained in the list of upcoming proposals to establish or change floodplains.
