Water Planning

Water planning is a systematic conceptual activity where the objective is to identify and harmonize public interests such as water protection, flood protection and sustainable use of water resources with the management of water to meet water service requirements.

Currently preparations are underway for the second phase of the planning process – updating of the Watershed Area Plans. These preparations are being performed in accord with the approved Work Schedule and Programme for preparation of watershed plans and flood risk management plans. On 20 August 2015, a public notice was released regarding the publishing of the assessment of comments on the drafts for the watershed plans and flood risk management plans.

Watershed Area Planning in the Moravian-Silesian Region

These Plans as written for the Odra and Morava watersheds are the basic concept documents for the Moravian-Silesian Region, which together with the Master Plan for the Czech Republic’s Main Watersheds underlies the performance of public administration, especially in land-use planning, planning authorisation, water management decision-making and construction permit processes. The full text of these extensive documents can be found at the websites of the relevant watershed administrators: Povodí Odry (Odra Watershed) (Odra Watershed Management Plan) and Povodí Moravy (Morava Watershed)
(Morava Watershed Management Plan). A hard copy of the Odra Watershed Management Plan is available, while it remains in effect, at Povodí Odry and at the Regional Authorities of the Moravian-Silesian Region and the Olomouc Region, while the Morava Watershed Management Plan is available at Povodí Moravy and at the Regional Authorities of the Moravian-Silesian, Olomouc, South Moravia, Pardubice and Zlín Regions.

Binding Part of Watershed Management Plans

On 30 June 2010, Moravian-Silesian Region Regulation (PDF format) No 1/2010 was announced in the Collection of Laws of the Moravian-Silesian Region. It contained the text of the binding part of the Odra Watershed Management Plan and the binding part of the Morava Watershed Management Plan. The regulation defines general and specific measures to achieve clean water in the first planning period of 2015. This mainly includes the construction and reconstruction of sewer systems and wastewater treatment plants, site decontamination, reclamation of waterways and action to protect against floods and other harmful effects of water, as well as measures to meet water management service requirements. The regulation came into force on 15 July 2010 and thus the binding parts of the watershed area management plans have become a part of the groundwork for public administration.
